To start with I liked the lady and the pigeon. Then I decided they were distractions so removed them and converted to mono.
I like this, and for me it's a much more interesting shot in colour, and the mono conversion makes my eye go straight to the brightest bit which is a patch of water at the top middle. I would keep the pigeon and make the same crop at the top, but wouldn't crop the bottom and would only crop the right a sliver, just past the small vertical rust line - i like the vertial tube like thing. I'd try detail extractor on just the buckets too and maybe darken down or reduce contrast on everything else.
